In all states of Australia, as the Skipper or Owner of a recreational vessel, you have a Duty of Care in regard to all matters of safety on board the boat.

In other words you have a legal liability to be competent and to know what you're doing on the first day you take control of a vessel.

In Queensland, NSW, SA and Victoria, there are two ways to obtain a boat license. People can do a test, (in some states sitting in front of a computer, without having ever driven a boat), or they can undertake an approved license course, accredited by the Marine Authority in that state. A theory test is a simple, cheap, and quick way to obtain a boat license. Despite providing you with the paper-work, it does not in any way prepare you to be a competent or safe skipper.

An approved course is a structured, comprehensive training course which must combine practical training in a surveyed boat, and training to a national curriculum; provided by a Registered Training Organization and using an accredited commercial marine instructor. By its nature it will take more time, and cost more than a theory test. It will have undergone stringent quality controls, and have been reviewed extensively by the relevant state government marine authority to ensure it meets their high standards.
